year contributed to the agreement he and U.S. Sen. Patty Murray, D-Washington, were able to reach. That agreement, he said, has likely led to the end of the budget crises that have dominated the last few years. "Yes, that's one of the things we accom- plished in this budget agreement," Ryan said. He also indicated his support for a bill authored by Wisconsin U.S. Rep. Reid Ribble, R-Sherwood, to shift the national budget to a biennial process like those used in some states, including Wisconsin. Ryan said a two-year budget would pro- vide more certainty and opportunities for oversight. The bill has passed out of Ryan's Budget Committee, but would still have to clear the Rules Committee before going before the entire House. He said there doesn't seem to be enough support to pass it in the Senate and he isn't sure where Obama stands on the pro- posal. Another proposal that doesn't appear likely to become law is a tax reform plan put forward by U.S. Rep. Dave Camp, R- Mich., but Ryan said it is conventional wisdom that a tax reform plan cannot pass in the near future. "I, for one, think we shouldn't put those shackles on our minds," he said, adding that Camp's proposal is the beginning of an important conversation. "He just kicked off that debate," Ryan said. Moore said she thinks lawmakers on both sides of the aisle agree the tax code is "outdated and convoluted." She said she didn't know what the timeline would be, but hoped both sides could craft a proposal "that reflects our values and adds fairness to our tax code." Camp is currently chair of the Ways and Means Committee, but the number of terms he can serve in that capacity is lim- ited. There has been speculation that Ryan would take over the chairmanship in the next term, but he said it wouldn't be appropriate to discuss it while Camp is still in the role. Ryan has also criticized Obama's for- eign policy, arguing that it has weakened America's position in the world and could be irreversible. His concern is that not tak- ing action in some situations would lead to other nations and actors filling the void. "That vacuum will be filled by aggres- sion," he said. Moore said the Iraq and Afghanistan wars "caused lasting damage to our coun- try's foreign policy, which this president is still trying to clean up. "I would hope that we would learn from those misadventures that military means alone will not solve all the world's prob- lems," she said. Ryan announced last week that he has a series of listening sessions planned in his district. He will have one listening session in the county, Tuesday at the Franklin Police Department's courtroom, 9455 W. Loomis Road. He will be in North Prairie for a ses- sion earlier that day. He will be in Janesville, Union Grove and Racine on Wednesday, Elkhorn, Bristol and Kenosha on March 20 and Milton on March 21. He said Tuesday that the listening sessions provide an opportu- nity for him to answer questions and hear what is on people's minds. "It's good for me, because I get good feedback from the people I work for," he said, maintaining that his approach to them hasn't changed even as he has become involved in the highest levels of national politics.
