Waheba Issa Dais, originally of Israel and a permanent United States resi- dent, has been charged in a criminal com- plaint with attempting to provide mate- rial support or resources to the Islamic State, or ISIS. Beginning in January, Dais attempt- ed to provide services, personnel, expert advice and assistance to ISIS by promoting the group's agenda, facilitating recruitment and maintaining a virtual library of instructions on how to make bombs, biological weapons, poi- sons and suicide vests to assist in planning attacks, according to the criminal complaint. Dais used multiple social media accounts that she hacked and took over from unwitting vic- tims and private social media plat- forms to garner support, the com- plaint states. Dais used one of her pro-ISIS accounts to encourage an individual, whom she believed to be an ISIS supporter, to conduct an attack in the name of ISIS. Bombing, ricin proposed In one post, she allegedly sug- gested potential targets for bomb- ing attacks, including street festi- vals and summer celebrations. She also provided detailed instructions on how to make ricin and then suggested the individual introduce the highly toxic com- pound to a government post or water reservoirs.
