The Common Council on Tuesday voted unanimously in favor of an ordinance that sets in motion the mandate, which applies to the portions of the water service lines under public and private ownership. The ordinance further states the city will shoulder the cost of replacing the pri- vate portion of the service lines to accommodate full compliance. A specific cost for the expense, however, was not revealed in advance of the council's vote. The latest effort to address growing concerns about lead- based infrastructure first went before the council's Public Safety and Health Committee in late April with a favorable recommendation. While a number of child- care facilities in impacted areas of the city have worked with municipal officials in replacing service lines, Alderman Michael Murphy said full compliance has yet to be achieved. The ordi- nance, he said, will further the process along. "I think this is an impor- tant piece of legislation," Murphy said. Alderwoman Milele Coggs, who was the lead sponsor of the legislation behind the ordinance, said she remains concerned about the impact of lead exposure on children. Coggs in media releases has pointed to studies reveal- ing correlated damage to the brain and nervous system, slowed growth and develop- ment, learning and behavior problems and hearing and speech impediments. Decades-long battle During deliberations at this week's council meeting, Coggs said the city has made past overtures to day care facilities to work with the city in replacing service lines. Some of the owners, she said, have not been responsive. "This battle with lead later- als is going to be one we'll have to deal with for decades to come," Coggs said. "This is one small example of us try- ing to deal with the lead lat- eral issue."
