FRANCIS — Residents in St. Francis will determine next week if the incumbent mayor will stay at the helm for the remaining two years of her term or a chang- ing of the guard takes place. A special recall election against incumbent Mayor CoryAnn St. Marie-Carls is on the ballot. Alderman Ken Tutaj is challenging St. Marie-Carls for the top-level elected position, which has a term running through 2020. Next week's election comes after several years of strained relations between St. Marie-Carls and at least a contingent of the Common Council and came to light after a petition was submit- ted at City Hall. St. Francis Clerk and Treasurer Anne Uecker said 1,047 signatures were needed on peti- tion paperwork to force the recall vote. Resident Brittany Spoke, who led the petition drive, submit- ted 1,275 signatures early this year. Uecker confirmed her office certified the signatures Feb. 2, set- ting into motion the timeline for the recall election. Under state statute, a recall election must be held on the Tuesday six weeks after the signatures are certified. While several issues — includ- ing the city's handling of com- plaints linked to the Mid-America Steel Drum facility — have been in the background of the recall, Spoke, who is serving as Tutaj's campaign treasurer, said she filed the petition paperwork because of St. Marie-Carls' demeanor.
