Rolls Gift Certificates For All Occasions By DAVE FIDLIN Special to the Post MILWAUKEE — While the project itself is outside the city — and county's — boundaries, Milwaukee officials on Tuesday directed the municipal attorney's office to intervene on a $140 million elec- trical power plant linked to Foxconn. In a 12-3 vote, the Common Council directed City Attorney Grant Langley to lobby on the city's behalf and work with the Public Service Commission in helping gain the approvals needed to bring the extensive project to fruition. According to estimates from the American Transmission Company, Foxconn's planned massive, sprawling Mount Pleasant manufacturing facility will draw a large amount of power — the equivalent of about 170,000 homes, based on projections. While the PSC's review of Foxconn's headquarters is outside Milwaukee's jurisdiction, officials at Tuesday's meet- ing had a robust discussion about the mer- its of bringing city resources into the fold. Foxconn in early February announced it was planning to house its North American headquarters in downtown Milwaukee. City officials also have been keenly interested in the separate Mount Pleasant manufacturing facility because of the number of employment and broad- er economic possibilities. Alderman Bob Bauman, whose district includes Milwaukee's downtown, spon- sored the legislation to bring Langley's resources to the table. Bauman said his hope is to start a con- versation of other ancillary details relat- ed to the development. "So far, the issue of public transit isn't even on the radar," Bauman said, pointing out there is not a way, at the moment, for Milwaukee residents to use mass trans- portation to reach the land Foxconn will occupy. "That's exactly the conversation we're trying to have here." Bauman said he also wants the city to be intricately involved in the power plant discussions because he does not want to see a rate hike locally from We Energies — a possible scenario from the massive infrastructure investment that will be needed to bring Foxconn's facility to fruition. Alderman Jim Bohl said he believes Bauman's resolution would show the city is serious about being part of the Foxconn discussion. "Quite frankly, I'm tired of laying on the ground," Bohl said. "When you negoti- ate, you do it from a position of strength." Alder men Bob Donovan, Mark Borkowski and Tony Zielinski voted against Bauman's resolution. "This is akin to slapping Foxconn in the face and then asking them to come to the table," Donovan said. "I just don't feel this is the right approach." In other business Also on Tuesday, the council placed on file or approved several documents per- taining to lead-based water laterals. The series of motions included a unan- imous directive to take out and sell $2 mil- lion in general obligation bonds. Proceeds from the maneuver will go toward costs associated with replacing lead service lines last year. Aldermen also approved a resolution giving the Milwaukee Health Department the authority to test, at all charter schools, the presence of lead in drinking foun- tains, faucets and related infrastructure. Similar testing was already conducted at facilities under the auspices of the Milwaukee Public Schools district. Also, officials voted to increase staffing within the health department, in light of concerns that have arisen from children who have tested positive for elevated lead levels. The staffing additions include a certi- fied public health nurse and a health proj- ect assistant.
