It will allocate up to $45,000 to the nonprofit Legal Action of Wisconsin. In partnership with the city, LAW will offer free repre- sentation to residents who can't afford an attorney in Municipal Court cases, especially in cases where police officers are expected to testify against the defen- dant, or in cases where defendants face suspension of licenses or jail time. Alder man Michael J. Murphy said of his propos- al, "Before this initiative passed, indigent residents were walking into court at a disadvantage." He said in the same news release that it's an effort to improve the justice sys- tem, and he didn't want people to be " i n c a rc e r at - ed for their inability to pay a citation or fully u n d e r s t a n d their legal rights." David Pifer, executive director of LAW, said in a release, "We are pleased that the city r e c o g n i z e s the need to provide free lawyers for l ow - i n c o m e individuals in Milwau- kee Munici- pal Court." "Too many of our neigh- bors in this city do not know their rights when they appear in Municipal Court, and some of them then end up in jail merely for their inability to pay," said Alderman Nik Kovac of District 3, who intro- duced the amendment in last year's budget with Murphy. Gretchen Schuldt, execu- tive director of the Wisconsin Justice Initi- ative, who advocated for the funding, said, "The city has funded Municipal Court prosecutors for years. Now, for the first time, poor peo- ple who don't understand Municipal Court processes and don't have the ability to adequately represent them- selves will have a defense lawyer to help them." She said the Municipal Court is a revenue genera- tor for the city, and that now some of the revenue will go into ensuring effective rep- resentation for all of its res- idents.
