The proposal would allow newspapers to use simplified addresses for copies to non- subscribers distributed on the same day as a periodicals class newspaper rather than require exact labeled address- es for each non-subscriber. Max Heath, postal chair- he National Newspaper Association has made a pitch to the U.S. Postal man for the National Newspaper Association, said newspapers would pay the applicable rate for these simplified copies, most likely high-density or saturation carrier-route sort. Only the labeling method would change. He said the Postal Service is analyzing the proposal.
