FOR THE Wedding, Anniversary or Engagement Announcement Hiring practices, community policing, traffic stops among procedures reviewed By DAVE FIDLIN Special to the Post MILWAUKEE — The Milwaukee Police Department's hiring practices, use of com- munity policing and traffic stops are among some of the policies and procedures a federal agency placed under the micro- scope recently. The U.S. Department of Justice has been in the midst of a multi-year review of the MPD's protocol, and a draft version of the document surfaced recently. Since its release, city officials have pledged a review and discussion of next steps. The city's Steering and Rules Committee is the first appointed group slated to delve into the report and its findings. The panel was to meet at 1:30 p.m. Thursday at City Hall. Police Chief Ed Flynn in November 2015 requested the DOJ review the MPD's proto- col. At the time of the overture, set amid the backdrop of an outcry over the fatal shooting of Dontre Hamilton at Red Arrow Park, Flynn said he was requesting the DOJ review in the hopes of improving commu- nity relations. An 11-person collaborative reform team within the DOJ assembled the 243-page doc- ument. Participants hold such titles as law enforcement subject matter expert, research scientist and senior technical communications expert. In its critique, the DOJ panel asserted the MPD and the civilian-led Fire and Police Commission could do more to pro- mote diversity within its force. "MPD and FPC do not have a strategic approach or a recruitment plan that pro- vides a specific roadmap to ensure racial, ethnic and gender diversity in filling the DOJ report finds flaws in MPD's protocol Flynn See DOJ on Page 3
