Police Chief Ed Flynn said Tuesday that criminals with guns should get stiffer penalties. In the 15 shooting incidents over the weekend, there were more than 150 past arrests between the victims and suspects. "I'm describing a social phe- nomenon, which is a large num- ber of individuals with criminal records with unfettered access to firearms, shooting each other and shooting innocent third parties," Flynn said. The shootings represented a jump compared with the past two years for the same weekend, police said. Last year, there was one homi- cide and nine other shootings and in 2015, police recorded one homi- cide and 14 additional shootings. As of Tuesday, suspects in the four homicides and in three non- fatal shootings were arrested while three more known suspects were being sought, Flynn said. Mayor Tom Barrett in a Monday news conference said that the victims were known to the shooters in most of the cases over the past weekend. "The majority of these inci- dents are not random acts of vio- lence," Barrett said. "In fact, many of the victims and offenders have some connection." Flynn said most of the shoot- ings took place between crimi- nals. Most were on the North and Northwest sides. While the chief said his depart- ment is doing all it can to stem the violence, the mayor said a multi- layered solution is needed beyond a strictly law enforcement response.
