The Milwaukee Police and Fire Commission shined a spotlight on these and other trends in a recent- ly released report that was the cul- mination of months of combing through police reports and data. At the center of the report and its findings is a controversial 7- year-old policy that places param- eters around when Milwaukee police officers should pursue flee- ing motorists. The policy was enacted on the heels of several innocent bystanders dying. With Police Chief Ed Flynn's backing, officers are to only pur- sue a fleeing motorist if he or she has been involved in a violent crime. In an interview with the Post, MaryNell Regan, executive direc- tor of the Police and Fire Commission, said she and other members of the independent civil- ian oversight agency requested the report to help guide future decisions about vehicle pursuits. Regan and other commission- ers will be presenting the report to several groups in the weeks ahead, including the Common Council's Public Safety Committee, which was to meet today. "This allows the board and interested persons to re-evaluate the policies and procedures," Regan said. Although the MPD still enforces a so-called restraint poli- cy for vehicle pursuits, the num- ber of such incidents has climbed, as the report indicates. In the first five years of the pol- icy, MPD data reveals officers pur- sued fewer than 100 fleeing motorists within the city each year. But numbers spiked drasti- cally the past few years. In 2014, the MPD reported 99 vehicle pursuits, followed by 263 pursuits in 2015 and a high of 306 pursuits in 2016.
