Chris Larson is joining other Democratic legislators in introducing the Jail Death Transparency Act aimed at tightening legislation passed by the Legislature in 2014. The law aimed at holding law enforcement officers account- able for killing individuals would also apply to city, county and state correctional facilities under the proposed legislation. The legislation establishes a standard of transparency after an inmate's death. Currently, deaths in jailing facilities have been handled internally by correctional facilities 40 percent the time. Larson said, "These investigations can serve as a way to assess policies and proce- dures at facilities and improve mental health screenings, expose poor medical care and response times, as well as root out ineffective or over-zealous correctional officers. It is our intent to provide clear standards across the state regarding the investigation of jail deaths as a way to pro- vide a level of transparency for the public." WEST BEND — Skeletal remains were found Monday in Quass Creek Parkway, 2100 Parkway Drive. According to West Bend police and the Washington County Medical Examiner's Office, the remains were identified Tuesday as human bones of an adult. Police say a 34-year-old man was hiking through Quass Creek Parkway when he saw skeletal remains. The man called the West Bend Police Department and investi- gating officers believed the remains were human. The area where the remains were found are wetlands and difficult to navi- gate. Sen.
