The plan has drawn mixed reaction across the MPS community. Supporters point out the standardized dress could mitigate bullying and other behavior issues in the classrooms. But proponents say the policy stifles personal expression. Fifty-three of MPS' 159 schools have adopt- ed uniform policies in recent years, and the expansion is expected to go to most of the remaining 106 schools. MPS is following in the footsteps of other large urban school districts — including Cleveland, Detroit and Philadelphia — in adopting the policy. These districts decided to use school uniforms as a means of improving school climates. "A positive learning environment is a major factor of student achievement," said Matthew Boswell, senior director of MPS' department of student services.
