Dominique L. Heaggan-Brown, 24, of Milwaukee was fired because of behavior described in the crimi- nal complaint as improper, corrupt or dis- crediting the depart- ment, a police news release said. "The Milwaukee Police Department holds itself to high standards of conduct, actively uncovers and investigates viola- tions, and when proved, takes strong disciplinary action," the statement said. Police Chief Edward Flynn said at a news confer- ence that nothing in Heaggan-Brown's back- ground would have pre- vented his hiring. ''This individual has revealed his character in a way that did not come to light in the pre- hiring investigation," Flynn said. The charges stem from alleged sexual relations with four dif- ferent individuals, including a sexual assault on Aug. 14 in the 5300 block of North 65th Street, the day after the fatal shooting, and a second-degree sexual assault on July 30, along with tak- ing a nude photo of the second vic- tim. Heaggan-Brown also faces two counts of prostitution, one for activity in December and another for sex in the six weeks prior to the shooting. All victims were adults. The victim in the Aug. 14 alleged assault said they met on Facebook and met in person at a bar, where video of the riots aired, and Heaggan-Brown said he could get away with anything, the com- plaint said. The assault allegedly took place after a night of drink- ing.
