This sentiment summarized many of the comments shared this week as residents, activists and organization representatives weighed in on the city's public safety action plan. In mid-August, the Common Council unveiled the plan in the immediate aftermath of the Sherman Park unrest. The docu- ment, which touches on 23 recom- mendations, was crafted after multiple meetings with city lead- ers, including Police Chief Ed Flynn, early this year. The plan remains a work in progress as city officials go through a series of next steps, including gathering public input. The council's Public Safety Committee held the first in a series of meetings Monday. Dozens of speakers gave com- mittee members an earful during the nearly three-hour hearing at City Hall. An overwhelming majority of the speakers took aim at one of the council's recommen- dations in the report: hiring more police officers. "Milwaukee cannot incarcer- ate its way out of poverty," said the Rev. Joseph Ellwanger, a retired Lutheran pastor who lives near one of Milwaukee's poorest neighborhoods in the 53206 Zip code.
