Rick Barrett, head of Barrett Visionary Management, initially pitched the 44-story apartment tower to city and county leaders in early 2014. Details have been tweaked since the first iteration of project details were formally announced 2 1/2 years ago. A 180- room hotel, for example, is no longer part of the plans.
