Page 2 July 14, 2016 Indiana Journalism Hall of Fame member Moscowitz dead at 78 FAA releases final rules for newsgathering drones Raymond Moscowitz, 78, a former Wabash Plain Dealer pub- lisher, died June 8 in Bloomington, IN. Moscowitz, a member of the Indiana Journalism Hall of Fame (inducted 2002), was publisher of the Plain Dealer from September 1983 to March 1988, when the news- paper was owned by Nixon Newspapers, Inc. (NNI). During that time he also served as executive editor for NNI when it was based in Wabash. Moscowitz spent 29 years with NNI, the last ten as edi- torial director, based in Peru. In 1998, the Hoosier State Press Association created The Ray Moscowitz Award, which recognizes newspa- per excellence "beyond the call of duty." The first Ray Moscowitz Award was given at the association's 1998 Newsroom Seminar to seven newspapers for a series of stories that exposed how pub- lic officials routinely violate Indiana's Open Records Law. He was named Print Journalist of the Year 2001 by Western Kentucky University at Bowling Green, KY, in October 2001. Survivors include his wife, Barbara, Bloomington; son and daughter-in-law, David and Leigh, and grandchildren Amelia and Elijah, Columbia, SC; sisters Barbara Benon, Santa Barbara, CA, and Sharon Hasson, Encino, CA; a sister-in-law, Gerry Moscowitz, Encino, CA. He was preceded in death by his parents, Edward and Cecelia (Sherman) Moscowitz, and a brother, Robert. The memorial service was on June 14. – Wabash Plain Dealer Last week, the Federal Aviation Administration (FAA) finalized its rules on the commercial use of unmanned aircraft systems (UAS) weighing up to 55 pounds. When the rules go into effect–August 2016–jour- nalists will have clear and streamlined guidance in using UAS (or "drones") for news- gathering purposes across the United States. The rule will mark the FAA's first attempt at a comprehensive plan to ensure the safe use of small drones by commercial entities without interested parties having to seek case-by-case approval. Key Provisions of the Final Rule Include: Drone operators will not be required to obtain a traditional pilot's license. Instead, commercial drone operators will need a Remote Pilot Certificate. The FAA estimates the certification process will take six to eight weeks to complete. Drones must fly below 400 feet, during daylight hours, and within line of sight of the operator. Drones are also not permitted to fly over indi- viduals who are not under a covered structure or directly involved in the operation. The FAA provides that most of these restrictions can be waived through an online portal within 90 days if the applicant demonstrates safe operation. The new rule gives general authority for operating drones in low altitude airspace far from any airport. Flight in Class B, C, D, and E airspace will require permission from Air Traffic Control (ATC) through the FAA online por- tal. With many U.S. cities having controlled airspace that extends to the ground – the approval process could impede newsgathering efforts where rapid deployment is desired. Entities that already pos- sess exemptions from the FAA do not need to re-apply. The new rules codify that all drones are aircraft and therefore subject to FAA enforcement actions if opera- tors are reckless or fly in pro- hibited zones.
