But the two groups diverge from that start- ing point as implementation of a list of recom- mendations from a separately run turnaround district, the Opportunity Schools and Partnership Program, are reviewed. Nearly a year ago, Gov. Scott Walker tasked Abele with overseeing the newly formed OSPP to address issues with underperforming schools within the MPS system. Abele, in turn, appointed a commissioner: Mequon- Thiensville School District Superintendent Demond Means, who is an MPS graduate. After months of planning behind-the- scenes, Abele, Means and other OSPP officials have taken the wraps off a proposed plan they say is designed to address issues within, and outside, the classroom. In the proposal, OSPP officials point to MPS' existing use of the community schools model, lauding partnerships with such agen- cies as the United Way. The group is calling on MPS to expand on that concept by potentially implementing similar strategies that are in place in other urban school systems.
