Best Special Section/Category 28 First place Staff South Bend Tribune South Bend 150 Comments: Great job on this! Engaging layouts really capture the history. History-making crimes section was a nice touch. Also enjoyed the timeline and Memories Keep Past Alive profiles. Second place Staff The Times (Munster) 20/20 visions Comments: Good concept, good follow-through. Third place Staff The Journal Gazette (Fort Wayne) High School & College Football Review Comments: Thorough look at the upcoming football season. Best Community Service/Category 29 First place Kim Kilbride South Bend Tribune The consequences of ticketing students Comments: Dogged reporting revealed a flawed, racist, inconsistent program of ticketing students. Sharp writing shone the light on this unfair system. The searchable data- base was a valuable public service. Second place Marisa Kwiatkowski The Indianapolis Star Watching our children Comments: This writer's coverage of neglected, abused and thrown-away children has illuminated a dark side of humanity and educated civilians and officials. Third place Staff The Times (Munster) Community Civility Counts campaign Comments: People frequently complain about the lack of civility in our daily lives. This project undoubtedly has had success in doing something about that. Best Newspaper Design/Category 30 First place Staff The Journal Gazette (Fort Wayne) Comments: Consistency throughout publication. Pages flow smoothly from one to another. Clean and organized with compelling packages with unique graphics. Photos broke up what could have been dense copy blocks and made pages easy to digest. Second place Times Staff The Times (Munster) Comments: Clean and organized design. Good visual hier- archy and use of photos. Multiple points of entry added extra value to packages.
