Administrators and School Board members gathered recently to discuss MPS' 25-year-old char- ter program, which gives students the ability to attend a school that is not directly governed by the dis- trict. By dolling out vouchers, and allowing students to attend char- ters at a free or reduced rate, MPS currently holds the purse strings for 20 charters. While MPS has been consid- ered a trailblazer in the now wide- spread charter program — it was the first district in the U.S. to adopt the system in 1990 — the sometimes acrimonious relation- ship between district leaders and the people behind the charters has been palpable. One of the more recent rubs between MPS officials and charter school leaders occurred in June, when district officials decided to halt funding for, and essentially shut down, Banner School of Milwaukee, a 2-year-old charter operation on the city's northwest side.
