The Milwaukee Police Depart- ment reported it continues to investigate the Sunday crash in the 4600 block of North 48h Street. According to police, A van driv- en by Archie Brown Jr., 40, struck Damani T. Terry, 2, who ran into the road and was pronounced dead at the scene, police said. Brown, who witnesses say was distraught, immediately exited the van and was shot by a suspect and died at the scene. The suspect shot Rasheed T. Chiles, 15, the toddler's brother, who died at a local hospi- tal. The two boys were at a party in the neighborhood before the shoot- ings occurred. All the victims were black. In a news conference Monday, Mayor Tom Barrett said, "It start- ed out as a tragedy, as an accident, but the total loss of control, the total inability to control oneself in that setting, led to two more tragic deaths." He pointed to guns as a reason for the deaths, saying the driver was "assassinated," and criticized the state Legislature, which has passed the Castle Doctrine focus- ing on defense at home and the concealed-carry law. "I do want to lock up more peo- ple who do get involved in gun fights in parks, in streets, outside taverns because black lives mat- ter," Barrett said. Frequent critics of the mayor responded to the remarks. In a statement, Alderman Bob Donovan said that the city is on pace for 200 homicides this year.
