Scott Walker unveiled his proposal for his 2015-2017 state budget Tuesday night, which included lower property taxes and flat funding for public schools, expanded Wisconsin's private school voucher program and used several cuts to plug a shortfall. State Rep. Joel Kleefisch, R-Oconomowoc, said he believes the governor outlined a con- crete strategy for taxpayers, business owners and the state's workforce that will keep Wisconsin moving along a successful path. "In his budget plan," Kleefisch said in a release, "it is clear we must focus on items that will continue to lower taxes, reduce gov- ernment waste, invest in infrastructure and create new business incentives that will con- tinue to produce a better economic climate in our state." But reaction to Walker's budget has not been as optimistic across the board. Republican Assembly Speaker Robin Vos said he worries the governor's proposed $300 million cut to the University of Wisconsin System would make it harder for stu- dents to graduate in four years during a panel dis- cussion Wednesday at a meeting of the Wisconsin Counties Association, according to media reports. Betsy Kippers, a Racine teacher and presi- dent of the Wisconsin Education Association Council, called the budget on schools an "an insult to Wisconsin's children and citizens." "If our elected officials want to help chil- dren, they need to ensure that every child has a good public school to attend no matter where they live or what their family circum- stances are," she said. "That is true opportu- nity." Republican Sen. Tom Tiffany, a member of the Legislature's budget committee, said Walker's funding plan for transportation gives him the "biggest heartburn" of any- thing in the budget. Chris Kapenga, the Republican state repre- sentative from Delafield, called the budget the most impactful piece of legislation to come before the state Legislature. He said he is excited to begin working with the Joint Finance Committee to ensure a fiscally responsible budget is passed, but stopped short of commenting on any specific items in Walker's proposal. "The governor laid out his priorities and agenda," he said in a statement. "Now the Legislature is tasked with reviewing those priorities and adding their own ideas to the budget. Over the next several months, my col- leagues and I will pick through the details of the governor's budget and finalize our vision for Wisconsin's future." DID YOU KNOW?
