By DAVE FIDLIN Special to The Post MILWAUKEE — Mayor Tom Barrett's much-scrutinized downtown streetcar pro- posal moved one step closer to reality this week with backing by a contingent of the Common Council. The council's Joint Committee on Downtown Streetcar Implementation on Tuesday voted to recommend moving forward on the design of the transportation system, which could require $49 million in public funding to bring it to fruition. The issue now goes on to the full Common Council for a vote. The date and time for the council's vote was not available by The Post's deadline. The committee giving the favorable recom- mendation represented a cross-section of elected and appointed officials. Members included Barrett, Aldermen Robert Bauman, Milele Coggs, Nik Kovac and Michael Murphy and Rocky Marcoux, commissioner of the city's department of city development. All told, Barrett's latest proposal for the streetcar line hovers around $120 million and could include laying tracks along more than 4 miles, linking downtown to the lakefront and the East Side neighborhood. Nearly $55 mil- lion in federal funding could also be applied to the project. At Tuesday's meeting, panelists heard from several Department of Public Works staffers on the latest developments concern- ing the project. Bauman, whose district encompasses most of the area eyed for the streetcar, said parking is an issue he and other committee members have scrutinized before handing down the recommendation. "It's been a huge issue to me," Bauman said of parking. He said there have been a series of rumors concerning parking and asserted there would not be a loss of existing spaces.
