"Fork in the Road," WISPIRG asserts the spending is unnecessary. In the current biennial budget, state lawmakers have allocated the funds toward a range of expansion projects across Wisconsin — including a proposal to add lanes to portions of Interstate 94 within the Milwaukee area. In its report, WISPIRG is asserting the funds could be better spent by allocating them to existing infrastructure, some of which is pothole-ridden and in an advanced state of decay because of recent harsh winter conditions. During the news conference, Speight on multiple occasions described the state's funding plans as "backwards." "It's especially out of step at this time," Speight said. "Statewide, there are a num- ber of roads that are in disrepair. The message today is clear: It's time for our state leaders to make responsible deci- sions." The quartet of Milwaukee aldermen at Tuesday's event said they will soon intro- duce proposed municipal legislation to the full council. If adopted, it would put the city on record as being opposed to the state's budgetary plans. A number of Milwaukee leaders, including Mayor Tom Barrett, have previ- ously criticized the state for not offering more assistance with road maintenance. Murphy said the recent round of criti- cism is not about aligning with one politi- cal party or another, although he did make several pointed comments toward Gov. Scott Walker and his backing of the trans- portation funding. "He needs to show some budget restraint," Murphy said of Walker's trans- portation budget. "We ask that the gover- nor reprioritize this." Alderman Bob Bauman questioned the rationale behind the state's allocating of funds for transportation funding. "We don't need more taxes, and we don't need more fees," Bauman said. "This is the only area of government where peo- ple aren't expected to live within their means." Kovac said Milwaukee is doing what it can to address potholes, including filling in heavily impacted areas, but he described it as a bandage on a far greater wound. Many of the city's roadways, he said, need to be ground down and redone. "To me, there is something insidious and idiotic going on here," Kovac said. "Let's fix what we already have. This is a back door toward raising taxes to borrow these funds." Other highway expansion efforts eyed within the state include a portion of Interstate 90, south of Madison; state Highway 23, between the cities of Fond du Lac and Plymouth; and along the Madison Beltline. Attempts to reach a representative from the state Department of Transportation for comment by The Post's Wednesday morning deadline were unsuccessful.
