The National Newspaper Association said although the Postal Service is showing operating profits this year after several years in the red, a $40 billion debt on the postal balance sheet promoted the upcoming closings. Most of the Postal Service debt is to the U.S. Treasury, which it owes for the acceler ated prepayment of postal retiree health costs imposed by Congress in 2006. Many mailing organiza tions, labor unions and con cerned postal users have lob bied Congress vigorously for the past eight years to relax the requirements, which have been set up for no other fed eral agency. Page 2 July 10, 2014 Journalist penned column week before death at 92 Six-day mail remains for now L ongtime Post-Tribune columnist Carrol Ver trees, 92, passed away June 9, 2014, with his family by his side. Vertrees, of Hobart and formerly of Merrillville, was born March 3, 1922, in Elnora. Vertrees was most well known in the region for his work as a columnist. His first job in newspapers was for the Glen Park Herald. He later got a job at the Post-Tribune (Merrillville), where he worked for over 35 years, beginning as a reporter and ending his career as a member of the editorial staff and columnist. He continued to write a weekly column well after retirement for the Post- Tribune and Odon Journal, completing his last column only one week before his death. He attended Elnora High School, where he played basketball for the Elnora Owls. He was a graduate of Indiana Central College (now the University of Indianapolis) and of the Indiana University School of Journalism, where he earned his Master's Degree. He was also a World War II veteran, serving his country overseas in the European Theater. Vertrees was a member of the First United Methodist Church in Hobart, where he was still an active member of the choir at his death. Vertrees was an active member of his church and community in organizations such as the Boy Scouts, Little League, and community boards and in support of his alma mater the University of Indianapolis. He also taught journalism part time at Indiana University Northwest and Valparaiso University. He was preceded in death by his parents, Damon and Mary (Cunningham) Vertrees; and a brother, Leo (Clara) Vertrees. He is survived by his wife of 67 years, Martha (nee Dennis) Vertrees; his children, Vicki Ward, Jonathan (Mara) Vertrees, Frederick Vertrees, and Rebecca (Dennis) Owen; six grandchildren; and two great grandchildren. Lawmakers reinserted the provision in the 2015 Fin ancial Services and General Govern ment Appropriations Bill with approval by the House Appropri ations com mittee on June 25. Previously, a draft version of the Financial Services bill was approved without the inclusion of the sixday ser vice requirement rider. Without the rider, Congress could pass an appropriations bill that would legally enable the U.S. Postal Service to stop Saturday mail delivery Oct. 1. However, the Postal Service has said it would give six months' notice before going to fiveday delivery, according to Tonda Rush, chief execu tive officer of the National Newspaper Association. Rush reported that subcom mittee chairman Rep. Ander Crenshaw, RFlorida, had removed the sixday require ment at the request of Rep. Darrell Issa, RCalifornia. Issa, chairman of the com mittee that oversees the Postal Service, favors reduc ing mail delivery. Rush said the provision was reinserted through an amend ment offered by Reps. Jose Serrano (DNew York) and Tom Latham (RIowa). She said Democrats raised concerns about the loss of postal jobs and Republicans spoke up primarily about the importance of the mail in rural areas. The sixday rider has been annually enacted through the Financial Services appro priations bill, according to the National Newspaper Association. The bill will now go to the House floor with this provision intact. Congress is making a mighty effort this year to restore "regular order" in appropriations bills, Rush said, which means it hopes to actually pass the bills rather than let them stall at the last minute on controversial amendments. Congress wants to avoid resorting to continu ing resolutions to fund the government. She said the earlier advo cacy of community newspa pers to protect Saturday mail from becoming a bogus way of paying for the Highway Transportation Fund suc ceeded.
