Video advertising, once expensive, time-consuming and technically beyond the reach of print professionals, is now as close as an iPad. HSPA Foundation and Ball State University are offering a one-day seminar, "Mobile Money: Narrative Video Ads" on June 26 in Muncie. Ball State Professors John Strauss and Juli Metzger walk you through the basics of shooting and editing with the iPad – a process now possible thanks to inexpensive software and a training program designed specifically for Web video. Narrative video ads emphasize short, simple video clips to showcase the distinguishing features and personality of small businesses – to tell stories about people and advertised events. This concise, hands-on seminar emphasizes the techniques of mobile video. It builds on the selling power of video that is real, raw and compelling – the difference between watching a fun snippet online and just another repurposed TV commercial. Strauss and Metzger come from backgrounds in newspapers, radio, TV and online. Strauss has conducted video seminars across the country, including the SPJ national conference in Washington. Metzger is a three-time publisher with a strong record of building digital sales. Together, they'll walk you through the basics of short, easy video pieces, show you how to put them on the Web and how to blend them into your digital selling strategy. The result: Vibrant, more compelling ads online and a great opportunity to develop new digital revenue streams. S teuben County Commis sioners will not fund the area's economic develop ment corporation unless its meetings become at least partially open to the public. Discussion about whether to fund the agency contingent on open meetings began in December. Commissioners have paid half of the annual funds to the development corporation for 2014 but voted April 7 to end their relationship in January if meetings do not become open. "The commissioners stand pat that there must be an open meeting of some sort," said Ron Smith, president of the commissioners. Members of the Steuben County Economic Develop- ment Corp. board have said they can't conduct their business in public because of the sensitive nature of industrial prospects, who often demand secrecy with their projects. Because the economic development corporation is nonprofit, state law does not require it to hold open meetings. It does have to disclose its finances on an annual federal tax form. While the group does receive some private money, the lion's share of its funds comes from government. Commissioner Jim Crowl said the Steuben County Economic Develop ment Corp. should be able to hold its meetings partly open to the public to deal with general, non-sensitive matters, and then close the session to deal with issues related to business recruitment. What Crowl laid out was similar to how the development group conducted meetings from its inception in 2004 to 2011, when the board changed its bylaws to make their meetings closed. In its 2013 budget, about 77 percent came from local government, the county, city and towns. Of that, $130,488 was from Steuben County; that total was 48 percent of the total budget of $273,662.
