September 13, 2013 • Milwaukee Post • 7 Workforce Development adds unemployment claims requirement Newly unemployed to register with job center By ARTHUR THOMAS Conley News Service MILWAUKEE – Individuals filing new unemployment claims after Oct. 13 will have to register with the Job Center of Wisconsin to receive benefits, officials with the Department of Workforce Development said last week. Not everyone that files, however, will fall under the new requirement. Anyone required to search for work will also be required to register, said Tristan Cook, program and policy analyst at Workforce Development. He estimated about 40 percent of claimants will fall under the requirement. The department now has the technical ability and staff to enforce a long-standing federal requirement that individuals register with the state to look for work, the officials said. Cook explained that when individuals had to go to the unemployment office to file a claim, they were also required to go to a job center to look for work. When telephone unemployment claims became possible, the job center requirement was no longer enforced. The state has spent the time and money needed to make its Job Center of Wisconsin website capable of handling the influx of information from claims and the department now has ample resources for enforcing the federal requirement, the officials said. The process will take about an hour and claimants will provide their résumés and list their skills on the job center website. "It's more than just dropping your name and so forth on there," said John Fandrich, assistant deputy secretary at the department. The information claimants provide will become part of the Job Center of Wisconsin database of people looking for work. It will enable job seekers to cast a wide net in their search, possibly connecting them with one of more than 50,000 jobs now listed on the state website. On the other side, employers will be able to drill down and find potential employees with the background they are looking for, said Sheila Knox, director of the Waukesha, Ozaukee, Washington District of the Wisconsin Job Service. Cook said having more people connected to the job center website will form the backbone of the department's Labor Market Information System, which is under development. That system will both enable job seekers and employers to search based on the relevant underlying skill set a person has, things like critical thinking or communication, Cook said. "That's really something we're moving towards in the next year," he said. Contact Arthur Thomas athomas@conleynet.com Sensenbrenner joins ACLU suit Post Staff MILWAUKEE – U.S. Rep. Jim Sensenbrenner filed an amicus brief recently in the American Civil Liberties Union's lawsuit against the Obama administration over the collection of cellphone data by the National Security Agency . The Menomonee Falls Republican argues that the "bulk collection of phone records violates the Patriot Act and Congress's clear intent." "Bulk data collection has frightening implications," Sensenbrenner said in a statement. "The Administration believes every phone call that every American makes is relevant to terrorism investigations." Sarah Karon, spokeswoman for the ACLU of Wisconsin, said the organization is "very pleased" Sensenbrenner filed the brief. She said he was correct in pointing out that Congress never intended to authorize searching a large amount of data collection. Karon also noted that a diverse group of organizations has come out against the NSA's actions and the news was upsetting to a lot of people. Sensenbrenner announced this summer that he is working on legislation to restrict the NSA's data collection. 234058173 FOOTBALL'S BACK 9th & Oklahoma 933 W.
