Call MILWAUKEE – While municipal and county leaders across Milwaukee County agree upgrades to most radio systems within police and fire agencies are essential, the method of doing so was debated extensively this week. Mayors and village presidents met with county officials at a meeting Monday of the Intergovernmental Cooperation Council of Milwaukee County to discuss upgrading radio systems, many of which have features dating back to the 1980s. Since March, the county has been actively involved in seeking vendors as it aims to switch its radios from analog to digital technology The investigation could . also entail rebuilding and tweaking the existing footprint of radio towers across the county . Laurie Panella, deputy chief information officer with the county, said a recommendation will likely be made next month so dollar figures can be incorporated into the county's 2014 budget. County Supervisor Peggy Romo West, who attended the ICC meeting Monday, backed Panella's comments about the timeline. But a number of municipal leaders asked the county to hold off on a firm decision before all avenues are explored. "Public safety is an issue here, and I'm a little concerned with the county rushing into this," Greenfield Mayor Michael Neitzke said. "This is a big deal." Milwaukee County officials have been working with leaders in Waukesha County in forming an independent system that could cost between $25 million and $30 million over a five-year period for Milwaukee County's portion of the bill. Panella said she believes the county can adopt a plan that will be beneficial to the county and all 18 suburban communities within Milwaukee County . "We want to be part of this effort cooperatively," Panella said. "We want the best system, and I don't think it makes any sense to have two systems overlapping one another in Milwaukee County ." Police and fire officials throughout suburban Milwaukee County communities, however, have proposed an upgrade effort through the Wisconsin Interoperable System for Communications system. Robert Whitaker, chief of the North Shore Fire Department, said he and other agency leaders throughout the county have looked into WISCOM and have seen a number of positives. "I think it deserves at least another look," Whitaker said. While a number of questions hang in the air, the ICC did take decisive action in appointing the Public Policy Forum, a Milwaukee-based nonpartisan research organization, to continue reviewing all options between all parties. "We would be happy to serve as a facilitator for one, two – maybe even three – meetings," said Rob Henken, president of the Public Policy Forum. "I would just want to make sure all of the parties agree with the format." With the county's imminent action planned, Henken said he will attempt to reach out to municipal leaders in the weeks ahead and hold as many meetings as possible to hash out the issue.
