Jennifer Gonda, director of intergovernmental relations with the city of Milwaukee, provided an update on the bill during a recent Intergovernmental Cooperation Council of Milwaukee County monthly meeting. Mayors and village presidents across the county sit on the ICC. "It's slowed down in the senate," Gonda said of the bill during an agenda item reserved for updates on legislative issues of concern to municipalities. Gonda's brief update sparked a larger discussion between several ICC members. Duey Stroebel, R-Saukville, presented a bill that moved through the Assembly and eventually advanced to the Senate, where it is under review. If enacted, the legislation would give landlords more authority over tenant evictions. If a tenant leaves property behind in such a scenario, a landlord would be able to automatically assume it is abandoned and take possession of items. The landlord would have the right to take any action, including disposal of the property. A written agreement between both parties would be the only means of preventing such a scenario from occurring. The bill would alter an existing state law that requires landlords store evicted tenants' abandoned personal property unless written notice is provided at the time a rental agreement is entered. Reaction at the state Capitol has been mixed, much as it has for a variety of advocacy organizations representing landlords and tenants. Proponents of the bill say it levels the field for landlords and tenants, but opponents view the suggested changes as an assault on tenants' rights. Beyond the property storage issue, several municipal leaders this week expressed concerns about the prevalence of absentee, or so-called slum lords. Leaders of municipalities with a large number of multitenant developments expressed concern about a perceived lack of oversight on landlords. Cudahy Mayor John Hohenfeldt said the city has encountered difficulty reaching a Florida-based property owner in the past. Hohenfeldt and other municipal leaders stated a desire to have more accessible contact information for owners of multitenant properties. "It's not just a city of Milwaukee problem; it's a problem for other municipalities, as well," Hohenfeldt said of absentee landlords. On the topic of the proposed bill, Hohenfeldt said, "This is a bad thing for municipalities." Milwaukee Mayor Tom Barrett said ready access to landlords' contact information is important. "We need that information," Barrett said. "If something happens, we want to reach the person right away." Hohenfeldt agreed, stating ready access to contact information is "an important tool in the toolbox." According to the Wisconsin Circuit Court, there were more than 3,500 evictions across the state in 2012.
