Staff reports The Lebanon Reporter Veteran newspaper execu- tive Amy Winter has been appointed publisher of The Lebanon Reporter, effective immediately. She presently is group publisher for affiliated news- papers in Greensburg and Washington, Indiana, and Danville and Effingham, Illinois. She also served as market- ing and audience develop- ment director for the Herald Bulletin in Anderson from 2008 to 2015. CNHI, LLC is the parent com- pany for the Indiana and Illinois in Boone County, one of the fastest growing areas in Indiana," Winter said. "The dynamic environment of today's newspaper industry offers great opportunities for print and online growth that serves the everyday needs of the community on both the journalism and business fronts." Robyn McCloskey, CNHI regional executive, said Winter brings a wealth of community outreach and man- agement expertise to Lebanon. "Amy's background in understanding the composition of a market and what makes it tick will well serve the readers, the advertisers and the community as a whole," McCloskey said. Prior to joining CNHI newspapers 13 years ago, Winter had served in manage- ment positions at papers in Muncie, and in West Virginia and New Jersey. Winter is a graduate of Michigan State University and holds a master's degree in business administration from American InterContinental University. She is a mem- ber of the Business and Professional Women's Association and is fluent in Spanish. "I look forward to working with the community in Lebanon and to building on the 130-year his- tory of The Lebanon Reporter The schedule for publica- tion of local government unit's annual reports is as follows: COUNTY Following the second regu- lar meeting of the county com- missioners, the report should be posted and published (IC 36-2-2-19). According to the state Board of Accounts, news- papers should expect those reports in February. The annual financial report output that will meet the requirement of the receipts and disbursement portion for IC 36-2-2-19 is called Cash & Investments Combined, according to the state Board of Accounts. Counties often use the 100R report for the total compensation paid to each of the county officers, deputies and employees. TOWNSHIPS Within four weeks after the third Tuesday following the first Monday in February (deadline - Tuesday, March 22), the township trustee is to publish an abstract of receipts and disbursements (IC 36-6- 4-13). To avoid squabbles over publication costs, township trustees and newspaper should note that budget lines with $0 amounts do not have to be included in the published report. This will serve to con- dense the size of the publica- tion. CITIES, TOWNS Within 60 days after the end of the calendar year (dead- line – Tuesday, March 1), the fiscal officer is to publish an annual report of receipts and disbursements (IC 5-3-1-3). SCHOOL CORPORATIONS No earlier than Aug. 1 nor later than Aug. 15, the secre- tary of each school corporation must publish an annual finan- cial report (IC 5-3-1-3). OTHER POLITICAL SUBDIVISION as defined under IC 36-1-2-13 For those political subdivi- sions with an annual budget of at least $300,000 and the power to levy taxes, and do not have a requirement to publish an annual report under another statute, an annual report of receipts and dis- bursements is required to be published not later than 60 days after year end – Tuesday, March 1. (IC 5-3-1-3.5). Staff reports Daily Reporter (Greenfield) GREENFIELD — David Hill, who has led the Daily Reporter for nearly 16 years in two stints as editor, will retire after the first of the year. Hill, 63, returned to the Daily Reporter in October 2018 after retiring from the newspaper at the end of 2014. He first took over as editor in June 2002. The newspaper won dozens of state journalism awards during Hill's time as editor. Most recently, the Daily Reporter staff won more than 20 awards in the 2020-21 Hoosier State Press Association's Better Newspapers Contest, includ- ing accolades for its coverage of the pandemic.
