The Indiana Publisher Published alternate Thursdays Volume 78, Issue 14 • July 4, 2013 Content system moves forward HSPA board works to defend public notices T he Hoosier State Press Association board of directors continues to encourage member newspapers to upload PDFs of their pages to an FTP site managed for HSPA by Tecnavia Press. The effort is necessary to populate the soon-to-belaunched redesign of the association's statewide public notice website. The site, in conjunction with the publication of notices in newspapers and posting on their websites, will give Hoosiers multiple ways to learn what government units are doing or contemplating. HSPA wants to preempt efforts in Indiana to create a government-operated website as a replacement for publication in local newspapers. In addition to uploading newspaper pages to an FTP site, HSPA asks Indiana newspapers to include the code "hspaxlp" at the end of all government public notices. This text allows Tecnavia software to identify notices that should be placed on the statewide public notice website as it converts the PDFs into word-searchable pages. For newspapers that haven't started uploading their PDF's, please send the following information for each paper in your group, if applicable, to Shawn Goldsby at sgoldsby@hspa.com: • Your newspaper name • Your publication days • Names of those who will upload the PDF's • Those individuals' phone numbers and email addresses. A Circulation Workshop circulation workshop Friday, Sept. 20 at The Indianapolis Star's Pulliam Production Center will include practical topics focused on motivating and educating circulators. Mark Henschen, the vice president of operations and circulation for the Arizona Daily Star (Tucson), will present "Looking forward through the eyes of a leading circulation executive." Henschen calls his morning session Rising from the Ashes of the Great Recession. In the afternoon he will turn practical in two sessions: Time to Get Your Independent Groups plan to testify at summer hearing H SPA joined other groups concerned about a resurrection of ag-gag legislation in the 2014 Indiana General Assembly at a June meeting. State government's Interim Study Committee on Economic Development will address topics this summer that include "trespassing for the purpose of harming a business and making video images of a business with the intent to falsely portray the operations of a business." HSPA condones neither trespass nor libel, but ag-gag legislation that survived until the final night of the 2013 legislature infringed on the First Amendment and introduced criminal defamation into the state. Agribusiness advocates want to eliminate web posting of videos that question the treatment of animals or safety of the food supply. Ag-gag opponents include labor organizations, media (broadcast and print), environmental groups, and animal rights organizations. Citizens Action Coalition in Indianapolis hosted the meeting of these concerned parties. Organizations present at the June meeting plan to testify before the interim committee when it addresses the topic and educate the public on the issue.
