The Hoosier State Press Association's Board of Directors presented to Indiana publishers the framework for legislation to modernize the state's public notice policy dur- ing a virtual Summit on Sept. 10. HSPA's proposal plans to address issues that exist under current law and how public notices would be effective if the state requirement would be for digital posting rather than print publication. Any legislation pushed by HSPA would not deviate from the four principles of effective public notice: • Easily accessible for the public; • Verifiable publication/ posting to satisfy judicial due process; • Ability to archive the notices for legal and historic purposes; Publisher The Indiana Volume 86, Issue 9 • September 2021 Published monthly HSPA Board proposal would modernize state's public notice policy See Public Notice, page 2 At a Sept. 10 Public Notice Summit, HSPA presented to Indiana newspaper publishers a framework for public notice policy changes that will be introduced in the 2022 Indiana General Assembly at the Indiana Statehouse. Ball State's Tori Smith wins Foundation's Pulliam Scholarship The deadline for filing your Periodicals Class Statement of Ownership, Form 3526, with the Post Office is approaching. You may obtain the necessary form from your local post office or from the United States Postal Service's Web site, www.usps.com. The deadline for publishing your notice in your newspaper depends on your frequency of publication: A. For dailies and newspapers published two or more times a week, the deadline is Oct. 1. B. For weeklies, the deadline is Oct. 31. While you have these forms at hand, please email a copy to HSPA for use in verifying your circulation for HSPA member- ship eligibility, contest eligibility and HSPA directory information. Email can be sent to sgoldsby@ hspa.com. HSPA recommends you take into consideration the ability to include digital subscriptions as part of your circulation. NOTE: The publication requirement applies to all paid- circulation newspapers, regard- less of whether you use indepen- dent carrier or postal delivery. This is a requirement to maintain your periodicals mail permit from the USPS. Maintaining your periodicals permit is neces- sary to continue your eligibility to carry public notice advertising under Indiana law. Vermont St. #206 Indianapolis, Indiana 46202 HSPA office moving, closed Sept. 29-Oct. 3 The Hoosier State Press Association Foundation has awarded a $1,000 scholarship to Tori Smith, of Wheatfield, in recognition of her work while a Eugene S. Pulliam Intern in the summer of 2021 at an Indiana newspaper. Smith served her 10-week internship at the Rensselaer Republican in Jasper County. She transferred from Ivy Tech Community College this fall and is a sophomore in Ball State University's Department of Journalism. She is a journalism major, minoring in professional writing.
