Friday, Gov- ernor Roy Coo- per requested that President Biden issue a federal major disaster decla- ration following Tropical Storm Fred for western North Carolina counties that suffered extensive dam- ages from flooding and landslides. "The people of West- ern North Carolina took a devastating blow from Tropical Storm Fred's flooding," said Gov. Coo- per. "Federal assistance is needed to help rebuild and become more re- silient ahead of future storms." The Governor re- quested the Individual Assistance program to support homeowners and renters in Buncombe, Haywood and Transyl- vania counties and the Public Assis- tance program to reimburse costs for repairs to pub- lic facilities and infrastructure in Avery, Buncombe, Haywood, Madi- son, Transylvania, Yancey, and Watauga counties. If granted, the Individ- ual Assistance program provides financial assis- tance and direct services to eligible individuals and households affected by disaster. Public Assistance provides reimbursement to local governments and publicly owned utili- ties for the costs for de- bris removal, life-saving emergency protective measures and the repair, replacement or restora- tion of disaster-damaged publicly owned facilities and the facilities of cer- tain private nonprofit or- ganizations. Five people died be- cause of the storm and one person remains missing. Damage as- sessment is still under- way, but so far damages are estimated to exceed $20 million to infrastruc- ture alone across the western counties. Gov.
