Publisher The Indiana Volume 86, Issue 7 • July 2021 Published monthly The Indiana Supreme Court opened a new front in the war to preserve the concept of using newspapers to distribute public notices. Last week, the Indiana Supreme Court posted on its website a proposed change to Trial Rule 4.13 that would allow for the posting of public notices to its website as an alternative to publication in a local newspaper. It's HSPA's understanding that there will be no charge attached to the posting of these notices, which would include sheriff's sales, estate administration, summons/ notice of lawsuit/ and change of name notices, on the website. The Hoosier State Press Association urges newspapers to let readers know about this Supreme Court proposal. Steve Key, HSPA executive direc- tor and general counsel, said, "Most Hoosiers are unlikely to randomly visit the Supreme Court website and stumble upon a notice impacting them, other family members or friends, particularly since this type of notice is neces- sary when a party can't locate the other side in the case." HSPA also hopes publishers and readers submit their concerns with this policy change proposed by the Supreme Court. The deadline for submis- sion of comments is 1 p.m. Tuesday, Aug. 10. The link to be able to submit comments is This spring, the Hoosier State Press Association received 1,635 entries from 61 newspapers across Indiana for the 53rd annual Better Newspaper Contest. Winners will be announced at noon on Friday, July 23 at www.hspa.com. The coronavirus pandemic caused the cancellation of an in- person awards event last year and this year. The 2021 awards will be presented on a web page with opening and closing remarks from Steve Key, HSPA executive direc- tor and general counsel "I wish I was standing before you in a packed room but life has changed over the last 17 months," Key said in his video greeting. "The trial we all endured has illus- trated once again the importance of strong, local journalism." Key's opening remarks are followed by the announcement of the HSPA's special honors and hundreds of individual and organi- zational awards divided up by the four circulation divisions. The special honors include the Blue Ribbon Award, the top recognition given to two newspa- pers — one daily and one non-daily — judged as the best publication in the state. A video accom- panies each announcement. The Blue Ribbon winners are followed by recognition for this year's Nina Mason Pulliam Environmental Journalism Award recipient. This award was estab- lished through a grant by the Pulliam Trust to the Hoosier State Press Association Foundation to recognize Indiana journalists for outstanding reporting on envi- ronmental issues. The recipient receives a $1,000 award. Also included are the General Excellence Awards. This category is not judged but represents an accumulation of points earned in the other categories and is given to the paper in each division with the highest overall point total.
