The Indiana Publisher Published alternate Thursdays Volume 78, Issue 10 • May 9, 2013 2013 INDIANA GENERAL ASSEMBLY State newspaper industry lands victories T he 2013 General Assem bly proved successful for HSPA and Indiana newspapers based on what state legislators did not pass. Four bills attacking the concept of publication of pub lic notices either died or had offending language removed from them. The so-called Ag-Gag Bill, which would have been chal lenged as an infringement on General Assembly Recap Look for a roundup of pro-newspaper and pro-First Amendment bills that passed in the 2013 legislative session in the May 23 edition of The Publisher. the First Amendment, died in the waning hours of the ses sion. Speaker of the House Brian Bosma, R-Indianapolis, with drew the proposed legislation, S.B. 373, from its floor debate on the final night of the assembly. The action came after seven legislators spoke against the bill: state Reps. Pat Bauer, D-South Bend; David Niezgodski, D-South Bend; Ed Delaney, D-Indianapolis; Chuck Moseley, D-Portage; HSPA & FOUNDATION BOARDS OF DIRECTORS Tom Saunders, R-Lewisville; Scott Pelath, D-Michigan City; and Matt Pierce, D-Bloomington. Bosma later said he intended to force the Senate to accept the House version of S.B. 373. That version strengthened trespass and false employment laws but did not criminalize taking pho tos and video of agricultural, manufacturing or mining operations without an owner's permission. The conference committee report on S.B. 373 made any act done on someone's prop erty with the intent to harm the business punishable as criminal trespass. See Victories, Page 4 The Truth's Erlacher joins HSPA board B randon Erlacher, publisher for The Truth (Elk hart), has joined the Hoosier State Press Associ ation Board of Directors. He replaces Tim Timmons, whose term ended. Timmons, publisher of The Paper of Montgomery County (Crawfordsville) and The Times (Noblesville), served on the board since 2002. Erlacher, a lifelong resident of Elkhart County, began his career as a youth car rier for The Truth in the 1980s. He was named publisher in 2008. Prior Brian Erlacher to his appointment, he served as general manager, direc tor of operations and in various other capacities during his 14 years with The Truth. Erlacher is a U.S. Navy veteran. After leaving the ser vice, he worked as an intensive case manager for Oaklawn Mental Health Center working with children in need of services. He studied psychology at Indiana University of South Bend and holds an MBA from the University of Notre Dame. Active in industry affairs, he is a member of the Board of Directors of the Local Media Association (formerly Suburban Newspapers of America).
