Controversy about the launch ordinance continues, leaving boaters wondering if that policy is still in place or has it been rescinded. On July 14, the Facebook group Big Cedar Lake Pub- lic Boaters reported that the ordinance could no longer be enforced. "On May 20, the Town of West Bend presented the Big Cedar Lake PRD commis- sioners a letter from its legal counsel," the post said. "The letter asserts that the Town of West Bend has own- ership over the Gonring Drive Launch. The Town of West Bend has stated that the launch will remain open to the public, regardless of parking availability." Town of West Bend super- visor and PRD commission- er Troy Zagel confirmed the PRD received a letter from the town when I interviewed him on July 27. "The town sent a letter to the Big Cedar Lake Protec- tion and Rehabilitation Dis- trict stating that the town owns the road, which is Gonring Drive, to the high water mark," Zagel said. "They (the PRD) did not have authorization to close the town road." I filed an open records request with the town ask- ing for a copy of the letter. "The letter will not be released at this time due to ongoing negotiations between the Town of West Bend and Big Cedar Lake PRD," was the response I got from the town clerk/zoning secretary. Readers can make their own conclusion on why the town declined to make the letter public knowledge. Zagel said the letter means the PRD could not close the boat launch, but he said that mandate could be reversed, if boaters contin- ue to park illegally. "The problem that we are running into is that people are abusing the parking," Zagel said. "Illegal parking around Big Cedar Lake has gotten out of control. I don't know if we will have to start closing the launches again." He said people are parking right underneath no-park- ing signs on State Highway 144 just west of the Gonring Drive launch and that cre- ates a traffic hazard. The PRD's vote (recorded on You Tube) on the launch closing in August 2018 was unusual. Two commission- ers voted no at first defeat- ing the proposal 3-1. After the initial vote, one commis- sioner said he did not under- stand what he had voted on and changed his vote to no. Another commissioner then c hanged his vote to no and the ordinance was passed 3-1. The reason given for the launch restriction was to limit the number of people using the public launch because those boats added to boats from riparian prop- erty owners made the lake too crowded and unsafe. Meghan Kennedy, from the City of West Bend, is the administrator of the Face- book group Big Cedar Lake Public Boaters. "I think (the town) hope- fully got pressure from resi- dents and people that use the launch," Kennedy said about the presumed change in policy. An analogy she used refer- enced a City of West Bend park in her neighborhood. She asked would it be fair to allow 50 children in the park from the surrounding neighborhood but limit admittance to only 30 more who lived in other parts of the city. Her point is that there are potentially more than a thousand watercraft moored on private piers on Big Cedar Lake. The boaters using the public launch amount to only a small per- centage of those.
