FRANCIS – After discussing the issue for nearly a decade, officials in St. Francis are moving forward with a plan to construct a new municipal building that will house nearly all of the city's operations. In October, the Common Council gave the go-ahead to borrow funds for the project. As part of its decision, elected officials designated $8.5 million toward the total cost of the project. Fifty-five percent of the funds will likely be borrowed, while the remaining 45 percent will be added to the overall property tax levy starting in 2014.
