Scott Walker's proposed twoyear, $68 billion state budget. For eight hours, members of the Republican-controlled Joint Finance Committee listened to person after person voice their opinions on the 2013-2015 budget. Those who spoke offered opinions on a variety of matters, including school voucher programs, Medicaid, public transportation, drug treatment programs and a highly controversial proposal by Walker to rescind residency requirements for municipal employees.
