Package delivery would continue Monday through Saturday. The Postal Service expects to generate cost sav�� ings of about $2 billion annu�� ally. In his reaction to the Postal Service announce�� ment, National Newspaper Association President Merle Brananczyk, publisher of the Mountain Mail (Salida, Colo.), called the announce�� ment regrettable. ���NNA disagrees with both the policy and the legal rea�� soning behind it,��� he said. ���We hope to still work with the Postal Service on a plan to ensure timely delivery of newspapers.��� Steve Key, executive direc�� tor and general counsel for the Hoosier State Press Association, agreed with that Karen T. Post Offices currently open on Saturdays will remain open on Satur�� days.�� The Postal Service plans to publish specific guidance in the near future for residential and business customers about its proposed delivery sched�� ule. Given the ongoing finan�� cial challenges, the Postal Service Board of Governors last month directed postal management to accelerate the restructuring of Postal Service operations in order to strengthen Postal Service finances. The operational plan for the new delivery schedule anticipates a combination of employee reassignment and attrition and is expected to achieve cost savings of about $2 billion annually when fully implemented, according to the Postal Service. NAA at work on Valassis deal T he Newspaper Associ�� ation of America filed an initial brief Feb. 11 in its lawsuit against the Postal Regulatory Commission on behalf of its member newspapers. The action regards the agency���s August 2012 deci�� sion to approve a negotiated service agreement between the U.S. Postal Service and Valassis Direct Mail. The lawsuit is being heard in the U.S. Court of Appeals for the District of Columbia Circuit. ��Under the agreement, the Postal Service granted Valassis discounts of 20 per�� cent to 34 percent on new HSPA staff Steve Key, executive director and general counsel skey@hspa.com ��� (317) 624-4427 assessment. ���The Postal Service���s announcement today may not be the final word on the sub�� ject,��� he told the Rochester Sentinel. ���Sometimes what unifies Congress is something defying them. There still may be some legal action on the matter.��� Over the past several years, the Postal Service has advo�� cated shifting to a five-day delivery schedule for mail and packages. However, recent strong growth in package delivery (14 percent volume increase since 2010) and projections of continued strong package growth throughout the com�� ing decade led to the revised approach to maintain package delivery six days per week. If implemented during August, mail delivery to street addresses will occur Monday through Friday. Packages will continue to be delivered six days per week. mail pieces containing adver�� tising from national retailers of durable and semi-durable goods. Through these discounts, the Postal Service has given one company a price incentive to move advertising inserts out of newspapers delivered to consumers��� homes. Adver�� ising inserts comprise t a critical revenue stream that supports the original reporting done by local newspapers in service to their communities.�� In its brief, NAA notes that the commission���s decision is both contrary to law and arbi�� trary and capricious because it does not consider the impact of the agreement on competi�� tors to the Postal Service, on competitors of its negotiated service agreement partner, and mail users in general. When it enacted the Postal Accountability and Enhancement Act, Congress codified commission precedent establishing that assessing ���unreasonable harm to the marketplace��� requires evalu�� ating and weighing harm to competitors of the Postal Service���s negotiated service agreement partner. NAA argues that the com�� mission interpreted unreason�� able harm to the marketplace to require only that the Postal Service is not pricing its prod�� ucts below cost.
