Velotta senior staff writer The Governor's Office of Economic Development took a giant stride toward forming an institution in Las Vegas that is expected to become a global authority in developing and managing the world's most precious resource: fresh water. The organization's board of directors unanimously approved the terms of an agreement that would form the Nevada Center of Excellence, a publicprivate joint venture expected to be a leader in water development research, the commercialization of technology associated with water development, providing workforce training and driving economic development. "I'm overwhelmed," said Gov. Brian Sandoval, who conducted the teleconferenced meeting from Las Vegas. "It's a pivot point for the state, and it's going to take us somewhere Nevada has never been before." The board's action authorizes Ne- By Conor Shine staff writer Thrill-seeking food lovers will have a new place to dine this spring with views of the Strip that rival any other restaurant in the city. Dinner in the Sky will hoist groups of diners seated around a table 180 feet into the air, where they will be served gourmet meals from a rotating cast of chefs while taking in panoramic views of the valley. Construction already has begun on the T-shaped tower, west of the Interstate 15 near CityCenter, which will hold two tables each capable of accommodating 22 people plus waiters and a chef. "I think it's going to do phenomenal in Las Vegas. We are the capital for entertainment and culinary arts, and this just takes those over the top," said the project's owner, Janeen Hinden. "I hope this will be an iconic attraction in the city." Diners, strapped to their chairs by six-point harnesses for safety, will vada Economic Development Director Steve Hill to draft agreements that will unite the Nevada System of Higher Education on behalf of the Desert Research Institute, the Governor's Office of Economic Development, and the Nevada Department of Employment, Training and Rehabilitation to form the Center of Excellence. The private partner in the center's organization is IBM Appliances and Appliance Services, which will provide the technology to sort and analyze data required in water development and management research. Under the agreement, the state government institutions will pay IBM $50,000 a month for five years to provide the analysis for research and training. State officials expect there to be a worldwide market for the center's information and services, and Las Vegas' tourism infrastructure would accommodate companies and organizations that would come here to learn. spend about an hour on the elevated platform where they will be served a three-course meal plus dessert. The cost to dine in the sky will be $290 per person, said Hinden, who also owns two catering companies and a wedding chapel in town. Since testing the concept two years ago with tables suspended from a crane near Palace Station, Hinden says her office receives calls daily from customers from around the world wondering when the permanent location will open. With approval from the Clark County Zoning Commission granted Jan. 23, Hinden said the restaurant would start taking reservations this month and should be open by April. Robert L.
