Common Council President Willie Hines and Aldermen Bob Bauman and Terry Witkowski, members of the council's Public Safety Committee, held a news conference last week to discuss the rationale for the review at Thursday's meeting, which was held after The Post's press deadline. The Fire and Police Commission has been the subject of scrutiny Hines in several high-profile cases, most recently during the controversial decision to first suspend, then terminate, officer Richard Schoen from the Milwaukee Police force for striking a handcuffed woman. Bauman said he favored the review because the current configuration of the Fire and Police Commission insulates members from accountability since the positions are not elected. "(The Common Council does not) have the power to represent (residents') concerns, their grievances, because the Fire and Police Commission stands as this intermediary," Bauman said. "It's this mediating institution between the actual police in the streets and the elected officials in this community ." Witkowski, who chairs the committee, said he proposed the broader discussion because he wanted to review how the Fire and Police Commission operates under current protocol. He also suggested a comparable study to determine how similar appointed bodies operate elsewhere in the country . The press conference and subsequent meeting has come after a number of vocal protests by religious and grassroots organizations within the city, calling for reform in the way pivotal decisions are made in the city's police and fire departments. Proposals discussed by the aldermen at last week's press conference included the possibility of increasing the number of members on the Fire and Police Commission – an effort, some suggest, could enhance the diversity in representation and perspective on the appointed body .
