"But at the end of the day, I think it's going to be painful to everyone." Glendale Mayor Jerry Tepper questioned the timing in April – a move he said could be challenging as County Board members work to educate the public on their roles in the communities they serve. "I've always felt that more oversight is better than less," Tepper said of his philosophy with county government. "I think you have to allow the public to understand what goes on so that people can vote knowledgeably ." Greenfield Mayor Michael Neitzke said he viewed the proposal on the table as an outgrowth of prolonged frustration with the way county government has conducted business. "There have been years of concerns and complaints, and they went on without much resolve," Neitzke said. "(The referendum proposal) has been talked about for a while. It's not like people didn't see this coming." Last April, residents in 12 of the county's 18 suburban communities showed overwhelming support for a reduction in either the composition of the board or the salary structure by way of a non-binding advisory referendum. Opponents, however, point out the participation only represented about 20 percent of the county population and did not gauge input from many of the larger communities, including Milwaukee.
