The appointment has been touted as providing more oversight to the much-maligned health department. The Common Council, on a 10- 3 vote Tuesday, overrode Mayor Tom Barrett's veto of an ordi- nance adopted last month that set the stage for the appointment. A super-majority of the coun- cil had to vote in favor of the plan in order to override Barrett's motion, which was made Oct. 4 and outlined in a letter. While he supports the concept of an inspector general, Barrett in the letter said he did not believe the council should have the authority to determine who fills the position. "If we move in this direction, we need to do it right," Barrett wrote. "That means the position needs to be free from political interference and needs to be empowered to investigate all aspects of city government, including those under the juris- diction of the city clerk, absent political interference." Alderman Bob Donovan, how- ever, has maintained a different perspective. During this week's deliberations, he said he did not believe the council's oversight of the appointment had to have a p o l i t i c a l o v e r t o n e attached. "This is simply doing our job," D o n o v a n said. "We have an obli- gation to our citizens." But Alder- man Terry Witkowski, who was among the dissenters over the override, said he agreed with Barrett's asser- tions in the letter.
