Instead, the discussion centered on whether the city needs to address a number of other potential issues in the measure that may keep top talent from taking jobs with the city. Councilman Don Rocha, who says he supports pen- sion reform and voted to put Measure B on the bal- lot, says small changes are needed to attract quality candidates to fill empty positions. He asked that staff study his suggested changes and for the council to then discuss them openly rather than in closed ses- sion. Rocha's memo is part of a memo scheduled for an upcoming closed session. The city has had difficulty hiring qualified candidates for various department head and middle manager spots. Rocha noted that while the city has found potential de- partment heads from outside, most don't take the job. One example is the city's human resources director, a position that has been open for some time. There are also a number of talented directors and middle managers who have left the city and gone elsewhere, most recently Laurel Prevetti, the assistant director of Planning, Building and Code Enforcement. She's taking nearly 28 years of experience with her to a new role as assistant town manager of Los Gatos. In his memo, Rocha stressed that recruitment and retention problems go far beyond the police depart- ment. He noted that the wastewater facility has severe staffing shortages. At the same time, Development Services has been experiencing high turnover, and 24 percent of the planning department's approved positions are vacant. There are 121 dispatchers in the communications division, he said, well below the authorized level of 162. The city recently had limited success in hiring qualified electricians for permanent positions. "Why don't qualified executives from other agencies want to work in San Jose?
