IDEM also used illogical reasoning in its original argument for the rule change. While acknowl- edging that it currently posts notices on its website in addition to publication in newspapers, IDEM argues the elimination of newspaper publication will "expand public access to permit-related docu- ments." How is less distribution really more? HSPA believes IDEM tipped its hand at the real goal of eliminating public notice in newspapers in its response to the overwhelming opposition to the proposed rule change. In complaining about publication delays (due to newspaper staff human error), IDEM said such delays "negatively affects the timely issuance of agency permits. Consequently, this negatively impacts businesses seeking permits." The goal apparently is fast approval of permits, not determin- ing whether the permits are in the best interest of Hoosiers and their environment. Pesky newspaper notices serve to slow the process down and encourage Hoosiers to speak up about these requests for permission to pollute. For IDEM, the process is a lot cleaner if people don't learn about the permit applications and raise questions about them. That may explain the logic in IDEM's argument that less notice is more effective. Linda Austin Project Director, APME NewsTrain Scholarships offered by the Hoosier State Press Association (HSPA) Foundation allowed dozens of journalists, journalism students and journalism educa- tors to attend APME's NewsTrain workshop for free in Muncie. The 45 attendees emerged from their April 14 training at Ball State University energized and ready to put their new digital skills to use in their newsrooms and classrooms. "I have been in the business for 30 years, and it's good to be able to acquire updated skills," said reporter Rebecca Bibbs at The Herald-Bulletin in Anderson. "I also thought it was very interactive and allowed us to practice what was preached." Sessions included smartphone video and mobile newsgathering with Val Hoeppner of Middle Tennessee State University, data-driven enterprise stories with Mark Nichols of USA Today, social reporting with Amy Bartner of The Indianapolis Star, and beat mapping with Linda Austin of NewsTrain. The trainers' handouts and most of their slides from this and other recent NewsTrains can be found at slideshare.net/newstrain. Jeffrey Schmucker, assistant city editor at The Blade in Toledo, Ohio, said, "Loved my time here. I highly recommend this for every newsroom." Muncie NewsTrain was the 90th such workshop organized by Associated Press Media Editors (APME) in collaboration with a host committee of local journalists. That committee in Muncie included Ball State, HSPA, Indiana APME, The Associated Press and Community Newspapers Holdings Inc. APME, a nonprofit organization of newsroom leaders in the United States and Canada, has sponsored NewsTrain since 2003, training more than 7,400 journalists.
