After a spirited debate, the Common Council on Tuesday voted, 8-6, in favor of the resolu- tion, which formalizes the process of approaching the state Department of Administration's Intergovernmental Relations Division to give aldermen more oversight as to who sits on the top- level public safety positions. Based on the wording of the adopted resolution, the council is asking the DOA to support a plan that would give aldermen the authority to remove a chief from office if a two-thirds vote in sup- port of the measure is tallied. If approved, the council's request would unwind a cen- turies-old policy that gives the Fire and Police Commission sole authority over who serves in the chief roles. Since its enactment in 1885, the commission has been able to decide who is appointed to the positions. While aldermen agreed the strained relations between the Milwaukee Police Department and broader community need to be improved, officials had varied viewpoints on how effective the resolution would be in its current iteration. Alderman Jim Bohl, who voted against the resolution, described it as "half-baked." Bohl said he is concerned with a perceived lack of communica- tion between the city and Police Department, but feared the r e s o l u t i o n could lead to u n i n t e n d e d consequences in the road ahead as new c a n d i d a t e s are sought. "Does this give pause to a candidate — a good, solid candidate?" Bohl said of the coun- cil's ability to remove a chief without clear specificity in place.
