Key players in the bud- get bill are the budget bill's author, House Ways and Means Committee chair Rep. Tim Brown, R-Crawfordsville; and Senate Appropriations Committee chair Sen. Luke Kenley, R-Noblesville; and leadership in all four cau- cuses. HSPA also is reaching out to legislators concerning H.B. 1036, which will create a merit selection process for vacancies in Marion County courts. The call from HSPA is for the process to mir- ror the process used by the Indiana Judicial Nominating Commission to select can- didates for vacancies on the state Supreme Court or Court of Appeals. Versions of the judicial selection bill do not include provisions that make the pro- cess more transparent, which are found in the state law cre- ating the state commission . HSPA has had good conver- sations with bill author Rep. Greg Steuerwald, R-Danville, but suggested amendments have not yet materialized. Again, the hope is for changes to be made during a confer- ence committee's work on the differences between the House and Senate versions of H.B. 1036. Rep. Ed Clere, R-New Albany, testifies during HB 1130 Senate committee hearing.
