MILWAUKEE — Less than a month after millions of dol- lars of errors in Milwaukee County's pension system were reported extending back several years, addition- al errors have been identified prior to auditors even begin- ning their work, the County Executive's Office said. County Executive Chris Abele is calling for the County Board to partner with him on comprehensive reform to the county's pen- sion system. "The challenges facing Milwaukee County's pension system have existed for decades. While benefits for current retirees are safe, the complicated nature of the system itself, combined with governance complexities, decades worth of partial fixes, and ballooning costs related to overly generous benefits we could never afford, has led us to a situa- tion where our current sys- tem is not sustainable in the long term," Abele said in a news release. Abele said the employees and retirees did nothing wrong. "Protecting the benefits our workforce earned is my top priority as we navigate this process," he said. He added he has worked six years to make improvements to the system. "We increased transparen- cy, decreased the amortiza- tion period from 30 years to 20 years and worked with the Pension Board to approve an upcoming adjustment to lower the assumed rate of return from 8 percent to 7.5 percent by 2019," Abele said. There are areas of the pen- sion system that cannot be changed, he added. "The unfunded liability, related to retiree benefits offered long before 2011, is beyond our control. The County's obligation to cover the pension system's annual unfunded liabilities has increased by 360 percent since I took office, from $10.1 million in 2011 to an expected $46.8 million in 2017," Abele said. "In addition to the unfund- ed liability problem, deci- sions made long ago have resulted in a massively com- plicated system. There are 180 different pension benefit plan variations based on date of hire, length of service, and bargaining unit, many of which still require hand cal- culation," he said. "The recent serious over- payment error that we reported to the press didn't cause our pension crisis — it simply exposed how deeply flawed and ripe for potential chaos the system actually is. "We need to explore a com- prehensive overhaul, to include, among other things, studying a move to the state's pension system — all options must be on the table." It's up to individu- als to certify they are eligi- ble, she said. The report said that "a number of seventeen year olds appeared at polling places across the state to vote in the Presidential Preference Vote. Most of these seventeen year olds were properly turned away without voting." The report also noted at least 16 cases of people vot- ing twice in the same elec- tion or felons voting despite being under Department of Corrections supervision. The report looked at any- thing between June 30, 2016, and Feb. 15, 2017, and includes cases in both the primary and general elec- tions. State elections officials flagged potential cases to municipal clerks, who then were told to check the infor- mation and forward possible violations to their local dis- trict attorney. Scott Walker announced he is seek- ing applicants for appointment to the Milwaukee County Circuit Court, with applica- tions due no later than 5 p.m. March 31. The new appointee will replace outgoing Milwaukee County Circuit Court Judge Dennis P. Moroney, whose res- ignation is effective June 22. The position is up for election in April 2018.
