NON TRANS FAT By DAVE FIDLIN Special to the Post FRANKLIN — Transportation funding, hotel taxes and provisions for cell towers are among some of the issues state law- makers will undertake in the year ahead, said one local representative. State Rep. Ken Skowronski, R-Franklin, said there are a number of issues percolating in Madison that will impact municipalities across Milwaukee County. "It is going to be lively," Skowronski said of the upcoming legislative ses- sion. "The DOT is going to be a big issue." Skowronski, who made his comments Monday at the monthly meeting of the I n t e r g o v e r n m e n t a l Cooperation Council of Milwaukee County, was referring to legislation con- cerning roads and how improvements to munici- pal, county and state road- ways will be funded in the years ahead. The issue, which sparked a one-day listening session at each of Wisconsin's 72 counties last fall, has been a hot-button one as infra- structure has crumbed in some areas of the county and budgetary dollars have grown increasingly scarce. Skowronski, whose Assembly district includes Franklin, Greenfield, Greendale and southern- most portions of Milwaukee, did not elabo- rate on the transportation issue, other than saying fur- ther details will be coming down the pike as 2017 unfolds. Further changes in the year ahead could be incor- porated into the state's room tax law, which has already undergone changes the past few years. Income generated from room taxes goes toward a variety of purposes, including tourism efforts, though municipalities do receive a portion of the funding. Depending upon whether state legislation is amended, laws concerning where cell towers are installed could give munici- palities more or less say, depending upon what, if any, changes occur in Madison. The 19 mayors and vil- lage presidents across Milwaukee County sit on the ICC, as does County Executive Chris Abele. This month's meeting was held in Franklin. In other business this week, the ICC: ■ Received a brief report from county officials on the state of the Domes, which is again fully open after a series of short-term repairs — including mesh netting to prevent any falling debris — were imple- mented through- out 2016. A representa- tive of Abele's office said plans are in the works to provide a compre- hensive report on the state of the Domes at the ICC's next meet- ing in February, including updated cost esti- mates. After an immediate shut- down in early 2016, the Show Dome reopened in late April, followed by the Tropical Dome in late September and the Desert Dome in late October. Discussion of long-term solutions at the Domes is underway as a task force attempts to gather a list of recommendations. ■ Discussed the rise in opioid and heroin abuse across the county. The ICC is slated to dig deeper into that issue at its February meeting with possible poli- cy recommendations com- ing out of that meeting. ■ Heard an update from Christine Westrich, direc- tor of the county's office of emergency management, on the continued rollout of an intergovernmental agreement that will enable municipalities and other agencies to share emer- gency medical systems infrastructure. In addition to ditching all traces of antiquated ana- log technology and sup- planting it with digital infrastructure, the effort is aimed at improving com- munication between agen- cies and, ultimately, improving response times. Plans call for having por- tions of the new technologi- cal infrastructure in place in the year ahead.
