While the doors of the state- owned Ethan Allen facility have been shuttered since its closing in 2011, Donovan issued a statement Monday saying it's time to consid- er restoring the juvenile detention facility to its former use. "Our broken juvenile justice system could be a model of exact- ly how NOT to deal with troubled teens who commit crimes," the statement said. "In fact, I am seeing evidence every day that our sys- tem is so broken that I believe it makes sense for us to look hard at reopening the Ethan Allen complex in Wales." The facility is adja- cent to Lapham Peak State Park on Boys School Road off Highway 83, within two miles of both Wales Elementary and Kettle Moraine High schools. "We're seeing a continued dete- rioration of law and order, cer- tainly in the greater Milwaukee area," Donovan told Conley News Service. "A lot of it relates to young people. And, quite frankly, I was surprised when it was closed to begin with." Following the accusa- tions of misconduct at the Lincoln Hills School for Boys, Donovan there is a "reluctance" to send youth there. "The conversations I've had with local judges seem to indicate that they're concerned that there's no place to go with some of these individuals at this point other than to put them back out on the street," he said. "And that's not the answer." While Donovan said it's "com- mon sense" to reopen the facility to serve its previous purpose, state Rep. Cindi Duchow, R-Town of Delafield, insists the building isn't ready to house boys again. And it would take a significant investment to get it to that point, she said. "The site has fallen into such disrepair that simply walking inside poses serious health risks," Duchow said.
