24 • Milwaukee County Post • October 9, 2015 By MATT MASTERSON Conley News Service WAUKESHA — If there's one thing Waukesha's Lake Michigan diversion plan can do, it's get people talking. About 1,100 pages of writ- ten public comments released by the Department of Natural Resources run the gamut from public offi- cials to local residents, envi- ronmentalists to business owners, and from form let- ters to notes written on per- sonalized letterhead, illus- trating just how far-reaching the city's water issue has become. The department released its draft environmental impact statement and tech- nical review in June — five years after Waukesha sub- mitted its first application — before holding three public hearings and accepting writ- ten comments through the end of August. In all, 2,125 written com- ments were submitted, along with another 128 oral state- ments collected from the hearings, according to Shaili Pfeiffer, natural resource specialist with the DNR. Comments ranged in length from a single word to hundreds of pages worth of research and background dating as far back as the early 2000s. Opponents to the city's application raised issue with the project's cost, its envi- ronmental feasibility, an expanded water service area and myriad other concerns. Some argued the diversion would harm the lakes and could open the door for other communities outside the Great Lakes basin to apply for water. "Views of Lake Michigan are our constant joy as the seasons, the lake surface and the sailing uses change," wrote Jerome Gilson of Wilmette, Ill. "Granting the Waukesha request would have a profound negative impact ... the precedent would be terrible, and the public interest would be pro- foundly disserviced." Others simply believe Waukesha residents are not entitled to Great Lakes water. "They don't have a right to it; they don't even deserve it," wrote Steven C. Davis, a Milwaukee County resident. "Let them move back to Milwaukee County if they want our precious resource of water." The city is located just out- side the Great Lakes water basin, and is seeking to take advantage of a "straddling community" exception which would allow it to receive water from Lake Michigan. Now that all comments have been collected, the DNR will spend much of the rest of 2015 analyzing them and considering any changes to its draft documents before issuing finalized copies, which are expected late this year.
